,,იურიდიული პრობლემა არ იქნება, რადგან რეფერენდუმზე არ ვსაუბრობ. პლებისციტით შეიძლება ხალხის ორივე საკითხზე გამოკითხვა - ერთი კითხვა იქნება ,,გინდათ, რომ პრეზიდენტი თქვენ აირჩიოთ თუ პარლამენტმა" და ,,გინდათ თუ არა საარჩევნო სისტემა, სადაც პროპორციულად ნაწილდება მანდატები და არა პირველ ადგილზე გასული პარტიის სასარგებლოდ" - ამის ახსნა აზრიანი კითხვით, აბსოლუტურად შესაძლებელია" - გიგა ბოკერია.
