Oceanside & San Diego Area CHP officers in hot pursuit of a high-speed car driven by an individual with psychological issues. Officers were assisted by San Diego County Sheriff's ASTREA helicopter which hovered low to the ground to hold the suspect at bay until officers could gain access to the jogging path where they made the arrest.
